How much of a domain owner's information (including details like e-mail addresses and phone numbers) should DotPH make publicly available? If government authorities request details that are kept private, should DotPH provide it immediately or require a court order?
i think you have answered the question you raised, to quote: "Would this additional information be helpful or just provide fodder for spammers? What if the PNP or some other government body asks for information on a particular domain name or web site?"

the information to be provided at present (domain, expiry date, registrant name/organization, postal address, servers) is enough.
even in a matter of national security concern, the government or its police could easily pursue leads to be derived from the basic information, without the need to expose the privacy of nformation of others.

there is no obligation for a private entity or person with a wesbite to disclose additional information to the public, unless what he does concerns public goods. The public right to know is irrelevant in this case, unless the private website harms the public interest.
