How much of a domain owner's information (including details like e-mail addresses and phone numbers) should DotPH make publicly available? If government authorities request details that are kept private, should DotPH provide it immediately or require a court order?
The amount of information available to the public must comply with previously agreed upon RFCs for better or for worse IMO.

Privacy concerns shouldn't impact one's security any more than having information posted in traditional yellow and white phonebook directories.

Government authorities SHOULD have access to publicly available information without need for a court order. Those who want privacy in terms of their information submitted to dotph should inform dotph of this in writing. Clients information who opt for privacy cannot be divulged without a court order.
