How much of a domain owner's information (including details like e-mail addresses and phone numbers) should DotPH make publicly available? If government authorities request details that are kept private, should DotPH provide it immediately or require a court order?
It would be best to leave the registrant with the option of just what and how much personal/contact information to provide to the public, aside from basic information that is already provided in the current whois system. Perhaps DotPH should create a hostmaster@domain.ph e-mail address which always forwards to the provided e-mail of the registrant/admin contact in order to facilitate timely communication with the registrant if and when necessary, but the rest should be a private matter left to the registrant. Some may prefer to have more contact information published, others less. At any rate, the more options the registrant has, the better.

In cases when the authorities need to get registrants' private info, a court order should always be a requirement; otherwise there is certain to be eventual abuse by such authorities later on.
