A: Not sure what "second level" means. It means a domain such as per.ph or ako.ph -- or something else that denotes use by an individual (as opposed to .net.ph for networks or org.ph for organizations).
so edgar could get edgar.ako.ph, for example, and his e-mail address could be mail@edgar.ako.ph
P.S. please fix you form field because when I just didn't fill up the email field, it gave me an error and it didn't retain this message I typed when I went back. so I had to type it all over again, which I found quite irritating.
