It is nice to have second level though you have to consider your price. Other countries sell ccTLD between $8.95 to $10 /yr only. If you want .PH to be recognize and use by our countrymen, do something about your price scheme. The .PH is not .COM domains and will never be in .com domain success.

The .uk, .us, .de and other ccTLD domains offers between $8.95 to $10 /year registration. They also paid ICANN for $6 /domains as you do. They still earn revenue because of quantity of registration.

I highly recommend that you market .ph, .com.ph, .net.ph, .org.ph, .mil.ph and .edu.ph and don't create additonal second level of sub domains. The project of .NET was failed .e.g .sex, .sale, etc.

Again, adjust your pricing scheme to be acceptable by students, ordinary worker in Manila, Philippines and allow 1 year registration. Maybe .PH registrar executive management need to wakeup and re-assess the domain business again. We are not in dot com buzz anymore.
